Governmentwide Acquisition Contracts (GWACs)

CIO-SP4: CIO-SP4 is an IDIQ Government-wide acquisition contract (GWAC) for multiple types of IT and professional services spread across 10 distinct task areas. Per the draft RFP, CIO-SP4 has 10 task areas:

Polaris GWAC: General Service Administration’s (GSA) Polaris Governmentwide Acquisition Contract (GWAC) is a Multiple Award, Indefinite Delivery, Indefinite Quantity (IDIQ) contract through which agencies across the government will be able to procure innovative and emerging information technology (IT) solutions and services. Polaris will focus on modern technology requirements, including cybersecurity, emerging technologies, and IT supply chain risk management requirements.

BIC MAC: BIC MAC is General Services Administration’s (GSA) next-generation Services IDIQ, Best-in-Class Multi-Agency Contract (BIC MAC). It is expected to replace GSA’s One Acquisition Solution for Integrated Services (OASIS) contract vehicle. BIC MAC is a newer, much broader, and more flexible vehicle than OASIS. It is designed to meet the federal acquisition community’s procurement needs for complex services, especially in expanding vendor NAICS code diversity and simplifying ordering procedures.

Program Management Administrative Clerical And Technical Services III (PACTS III): PACTS III is the third in a series of multiple-award IDIQ soliciting non-IT Administrative, Logistics & Management services. PACTS, also known as (aka) Program Management, Administrative, Clerical, and Technical Services, is a department-wide service Contract Vehicle of the Department of Homeland Security (DHS) that delivers services for non-IT service solutions. This procurement initiative focuses on the Service-Disabled Veteran-Owned Small Businesses (SDVOSB) community. The purpose of this procurement is to establish a series of Department-wide IDIQ contracts for non-IT (Program Management, Technical, Operations (Clerical), and Administrative) methods that will satisfy DHS to attain its overall purpose.

CATTS: Announced on November 1, 2021, Commerce Acquisition for Transformational Technology Services (CATTS) is a multiple-award IDIQ vehicle released by The U.S. Department of Commerce (DOC). Under this contract, task orders may be issued on a firm-fixed-price or time-and-material/labor-hour basis and may be performance-based. The period of performance for the IDIQ is ten years with one (1) base year and nine (9) option years. The focus of this contract vehicle will primarily be on minimizing costs related to both software and hardware updates during scheduled three-to-five-year technology updates within the agency while expediting the department’s long-standing business goals.

Professional Scientific and Technical Services Contract 2 Satellite Domain (ProTech 2.0): The Professional, Scientific, and Technical Services (ProTech) 2.0 Program support the mission of the National Oceanic and Atmospheric Administration (NOAA)’s National Environmental Satellite, Data, and Information Service (NESDIS) is a collection of Multiple-Award IDIQ contracts consisting of four Domains: Satellite, Fisheries, Oceans, and Weather. The vehicle with an $8 billion ceiling across all domains is the original ProTech. The mission of ProTech 2.0 is to provide timely access to global environmental data from satellites and other sources to promote, protect, and enhance the nation’s economy, security, environment, and quality of life. National Oceanic and Atmospheric Administration (NOAA) uses ProTech, as the mandatory-use vehicle for the agency and other Commerce Departments to acquire support for cultivating an industrial base of partners.

GSA OASIS: OASIS is a five-year, indefinite-delivery/indefinite-quantity contract for engineering, logistics, finance, science, program management, and consulting services, with an option for an additional five years.

GSA Schedule 36: The Office Imaging, and Document Solution: The Office Imaging Schedule takes a comprehensive view of the office environment to create a streamlined approach to managing and handling the daily activities and documentation in the workplace. From needs, assessments and analyses emerge a variety of solutions that cater to the nuances and objectives of each agency and location.

GSA Schedule 70: Information Technology Services: The Information Technology Schedule provides federal, state, and local government customers expertise in a comprehensive range of disciplines including software engineering; systems engineering, design, and integration; enterprise systems and system management; complex information management systems; and management and information systems.

GSA Schedule 84: Total Solutions for Law Enforcement, Security, Facilities Management, Fire, Rescue, Clothing, Marine Craft, and Emergency/Disaster Response (Total Solutions). The Total Solutions Schedule provides services to personnel in the areas of law enforcement, firefighting, rescue, emergency response, and security. These services include supplying the technology, training, skills, equipment, and resources necessary to create environments that foster preparedness, security, and efficiency.

GSA Schedule 520: Financial and Business Solutions (FABS)

The FABS Schedule offers an array of financial management and accounting services to various Federal Government agencies, providing the flexibility to select the financial services they need in an easy-to-use and accessible format.

GSA Schedule 541: Advertising and Integrated Marketing Solutions (AIMS)

The AIMS schedule allows for a diverse selection of communications services including such items as public service announcements, press and public relations, videotape and film productions, trade shows, and exhibits.

Schedule 621 I – Professional and Allied Healthcare Staffing Services

The Professional and Allied Healthcare Staffing schedule provides for a full range of Professional and allied healthcare staffing services including general and family practice, nurses, pediatric care, psychiatric care, paramedic services, social workers, and many other labor categories.

GSA Schedule 871: Professional Engineering Services (PES)

PES is a multiple award schedule that addresses the engineering needs of the Federal community. To meet these needs, we provide a wide range of resources from a multitude of engineering disciplines, such as aerospace, chemical, civil, electrical, and mechanical.

GSA Schedule 874 – Mission Oriented Business Integrated Support (MOBIS): MOBIS provides management, organizational, and business improvement services so that Federal agencies can improve their mission performance, increase customer satisfaction, and transform their operations.

GSA Schedule 899: Environmental Services: ES supports the global need for ecologically friendly initiatives by providing environmental planning, documentation, waste management and recycling, and training services. These services enable Federal Government agencies to meet their environmental needs and comply with environmental programs.

NASA Solutions for Enterprise-Wide Procurement Governmentwide Acquisition Contract: NASA SEWP is a multi-award GWAC vehicle focused on commercial IT products and product-based services. The statutory authority allowing usage of the SEWP contracts by the entire Federal Government is NASA’s designation as an Executive Agent by OMB based on the Information Technology Management Reform Act of 1996, now the Clinger-Cohen Act.

GSA 8(a) STARS II Governmentwide Acquisition Contract: The 8(a) STARS II GWAC offers access to highly qualified, certified 8(a) small, disadvantaged businesses. The contract has a $10 Billion program ceiling with a five-year base period and one five-year option.

GSA Alliant 2 and Alliant 2 Small Business Governmentwide Acquisition Contracts: The Alliant 2 and Alliant 2 Small Business GWACs represent the next generation GWAC vehicles for comprehensive information technology solutions through customizable hardware, software, and services solutions purchased as a total package. All U.S. Federal Civilian and Defense agencies can use Alliant 2 directly for streamlined, flexible acquisitions and access to ICF’s leading-edge services.

GSA Program and the Veterans Technology Services 2 Governmentwide Acquisition Contracts: As the successor to the VETS GWAC, VETS 2 is a service-disabled, veteran-owned small business set-aside that provides access to customized IT solutions from a diverse pool of industry partners.

NIH Chief Information Officer Solutions and Partners 3 Governmentwide Acquisition Contracts: NIH’s Information Technology Acquisition and Assessment Center administers three GWACs for information technology procurement. CIO-SP3, CIO-SP3 Small Business, and CIO-CS can be used by any federal civilian or Department of Defense agency to acquire information technology products, services, and solutions.

GSA USA Contact: The USA Contact contract vehicle supports the Office of Citizen Services’ vision of providing the public with ready access to government information and services, and helping agencies ensure timely, consistent, and accurate responses to citizens’ inquiries. It offers a full range of contact center services, tools, and applications for federal agencies that need to establish a new contact center or enhance their current one.

NIH’s Information Technology Acquisition and Assessment Center (NITAAC): NITAAC has been authorized by the Office of Management and Budget (OMB) to administer three government-wide acquisition contracts (GWACs) for information technology procurement. CIO-SP3, CIO-SP3 Small Business, and CIO-CS can be used to acquire information technology products, services, and solutions. The office is housed within the Department of Health and Human Services (HHS) at the National Institutes of Health (NIH).
